сервер сменил адрес на
https://nspd.gov.ru/map?thematic=PKK&zoom=16.919423772043775&coordinate_x=6118590.439868345&coordinate_y=6775525.852034381&theme_id=1&is_copy_url=true&active_layers=%E8%B3%90%2C%E8%B3%A7

а на карте старый https://pkk.rosreestr.ru/arcgis/rest/services/PKK6/Cadastre/MapServer/export?layers=show%3A30%2C21%2C17%2C8%2C0&dpi=512&format=PNG32&bboxSR=102100&imageSR=102100&size=1024%2C1024&transparent=true&f=image&bbox={bbox}
