Description	Хочу немного поправить шапку с лицензией: - убрать текст на русском языке - добавить строку "This file is part of SAS.Planet." - по тексту лицензии заменить "this program" на "SAS.Planet" - удалить упоминание sasgis.org - добавить ссылку на https://github.com/sasgis/sas.planet.src
